STARTUP AND ENTREPRENEURIAL PROGRAMS
The Arizona Innovation Challenge (AIC), one of the largest business plan competitions in the U.S., helps early-stage ventures grow by promoting innovation and technology in Arizona. All applicants receive feedback on their business plans from experienced entrepreneurial judges. Up to ten finalists are awarded a minimum $50,000 of non-dilutive funding and three months of customized support from an ACA Entrepreneur-in-Residence.

The Arizona Commerce Authority’s Venture Start, Venture Raise and Venture Scale were developed to support startups who are ready to take their business to the next level. To participate in either Venture Raise or Venture Scale, startups must apply to the Arizona Innovation Challenge (AIC). Venture Start is a virtual introduction to the Arizona's entrepreneurial ecosystem tailored to the needs of early-stage startups. Venture Start also hosts delegations to showcase Arizona's resources and talent, establish connections and support the relocation to startups to the state.

Plug and Play accelerateAZ, a program of the Arizona Commerce Authority, was established to connect startups to corporations and develop pilots that provide innovative solutions for corporate teams and allow a founder to test their emerging technology. VENTURE CAPITAL PROGRAMS
The Arizona Commerce Authority has partnered with non-profit AZ Venture Capital Inc. (AVC) to provide two venture capital programs. The Arizona Venture Co-Invest Program—AVC Ignite is designed to make direct equity investments in innovative seed- and early-stage businesses in targeted sectors alongside institutional/venture capital firms, established angel capital associations, corporate VCs and established accelerators and incubators. The Arizona Multi-Fund Venture Capital Program—AVC Limited Partner is designed to make equity investments in established venture capital firms to attract new capital in innovative Arizona-based businesses.

PHOENIX, AZ (December 10, 2025) — Arizona continues to experience robust population growth, fueling gains in both the labor force and the broader economy. According to newly released estimates from the Arizona Office of Economic Opportunity, Arizona added 97,044 residents between July 1, 2024, and July 1, 2025, representing a growth rate of 1.2%. Arizona’s continued growth underscores its appeal as a destination for talent, opportunity, and innovation. Between 2023 and 2024, Maricopa County ranked no. 1 in the U.S. for net migration (U.S. Census). Since 2011, Arizona has added nearly 1.3 million people, a growth rate of 20%. Between 2024 and 2025, Arizona added on average 266 people per day.

The $70 million investment will elevate the facility in Marana and increase its hangar capacity by 200%, allowing the company to tackle more heavy maintenance. Additionally, it will pave the way to support the ongoing commercial relationship with Israel Aerospace Industries (“IAI”) and with their B777- 300ER passenger-to-freighter (“P2F”) conversion program, in which the STC was issued in August of 2025 by the FAA. The facility will support over 300 skilled aviation jobs.
